Mitigation
20/20™ is a suite of two comprehensive technical
support programs for state-level and local-level hazard mitigation
planning. Both the local- and state-level programs have fully
integrated modules providing technical guidance for the planning
process, as well as a complete range of information management
tools.
The programs are CD-based and utilize Microsoft
Office Professional. Easy-to-use data entry screens guide state
and local mitigation planners through the entire planning process
to prepare a comprehensive initial state or local hazard mitigation
plan, as well as to maintain the planning process in the future.
Designed to support a multi-jurisdictional,
multi-organizational planning process, Mitigation 20/20™
allows all state and local participants to utilize consistent,
valid analysis concepts and criteria, making the results directly
comparable, whether among local jurisdictions or state agencies.
Both programs provide the tools needed for state and local governments
to address the requirements of the Disaster Mitigation Act of
2000.
Local-Level Mitigation 20/20™
Planning Program
Mitigation 20/20™ for local mitigation
planning is designed specifically to support a local multi-jurisdictional
planning process, with a county or other regional entity coordinating
the involvement of the participating jurisdictions within it.

The program uses integrated modules and data
entry routines to establish and manage the local planning group,
to profile the current mitigation-related situation in the participating
jurisdictions, to develop and process proposed mitigation initiatives
for the plan, to print the plan itself, to train participants,
and to support a public information program.

State-Level Mitigation
20/20™ Planning Program
The state-level Mitigation 20/20™
allows the agency responsible for developing the state’s
mitigation plan to establish and maintain a multi-organizational
mitigation planning process, as well as to coordinate and administer
the local mitigation planning program in the state.

Mitigation 20/20™ for
state planning enables the responsible state agency to develop
and characterize the state’s planning team, as well as to
summarize the features of the state that are important to mitigation
planning. It also helps state planners to analyze and document
the mitigation-related policies, programs and capabilities of
state agencies and organizations.
The state-level Mitigation 20/20™
program includes a variety of routines to assist with managing
the local mitigation planning effort. The program supports a variety
of approaches to documenting the hazards confronting the state
and to estimate their risk, as well as to identify the vulnerabilities
of state-owned property, with all agencies using consistent evaluation
criteria and analysis concepts.
There are also routines that allow for the importing
or entry of local plan information, enabling statewide risk assessments
based on local data and statewide analysis of local vulnerabilities
and mitigation-related policies. The state-level Mitigation
20/20™ program can be used to develop, justify
and prioritize mitigation initiatives proposed by state agencies
for the state’s mitigation plan.
The state’s mitigation plan itself can
also be printed by Mitigation 20/20™ using
up-to-date information entered into the program. The program also
provides routines to support management and administration of
statewide mitigation planning programs.
